Departmental Overview
With support from industry and private gifts, the State of California has invested in the establishment of four Governor Gray Davis Institutes for Science and Innovation (GGDISI). As one of these institutes, the Center for Information Technology Research in the Interest of Society (CITRIS) is a $840M university, industry, and government partnership charged with having, through its research in information technology, a highly-visible, profound impact on the quality of life of the people, the growth of California-based industry, and the improved effectiveness of many agencies of the State.
CITRIS is a four-campus institute comprising the Berkeley, Davis, Santa Cruz, and Merced campuses of the University of California. In addition to the Colleges of Engineering on these campuses, numerous other academic departments (e.g., UC Davis Medical Center, The UC Berkeley Schools of Information and Architecture, Boalt School of Law, the Haas School of Business, UC Santa Cruz’s Network Management and Operations Lab and Center for Sustainable Energy and Power Systems, UC Merced’s Sierra Nevada Research Institute and many others) are involved in the research at CITRIS. The Institute’s headquarters are located in Sutardja Dai Hall on the UC Berkeley campus.
Responsibilities
The Academic Program Management Officer (APMO) will develop and administer a CITRIS “Big Bet”. CITRIS Big Bet’s are multi-disciplinary and multi-campus research initiatives that aim to have significant and beneficial societal impact. Working with and supporting the Faculty Director and senior faculty from the four campuses, the APMO will develop the strategy and business plan for a ‘Big Bet’. Working closely with the CITRIS Director of Development & Communications, the AMPO will develop and implement plans for securing financial resources to support the program and its activities by identifying project opportunities, building networks, and developing industry partners. The APMO is accountable for the delivery of core work in research/technology creation, networking and advocacy. The APMO will team with faculty and academic partners as well as industry experts. The position involves coordinating efforts at all of the four CITRIS campuses, thereby creating an integrated “focus” on IT and societal impact. For this position the “Big Bet” is Energy/Equipping the “Smart Grid”. Progress in this direction includes the formation of the i4Energy center in 2010 which informally integrates some existing research programs in IT, sensors, and controls for energy efficient buildings and foundational technologies for the “Smart Grid”.

Societal impact, research funds raised, faculty and students supported, engagement with industry and government, and stakeholder satisfaction.
In addition, the incumbent will also be part of the development team for other CITRIS initiatives with leading companies in consultation with the Director of Development & Communications and the CITRIS Director.
Important
A main goal of the Academic Program Management Officer (APMO)-level Program Director is to bring in large “group-grants” that can support the core research of a number of faculty, post-docs, and graduate students. These grants are expected to be large enough that a fraction of the APMO-level Program Manager’s salary can be supported as a line item in the budget of the grant in order to carry out tasks such as Project Facilitation or Project Coordination. In addition to these “group-grants,” other smaller grants can be obtained to support the salary of the APMO
30% Promotes, develops and executes strategic plan for the financing of program activities, ensuring ongoing sustainability of the program in conjunction with the CITRIS Director of Development. Identifies and develops funding from multiple external sources.
20% Plans, develops and executes CITRIS initiatives in Energy/”Smart Grid” in keeping with the mission and vision of CITRIS. Collaborates with industry and supports Faculty interest and capabilities. Acts as the liaison for all CITRIS campuses and for all aspects of the Energy/”Smart Grid” initiatives.
15% Facilitates participation in the i4Energy Center at CITRIS. Acts as the liaison between CITRIS (four campuses), California Institute for Energy and Environment and LBNL in all aspects of the program. Also acts as the liaison between CITRIS and the Berkeley College of Engineering’s energy programs (including EECS, ME, IEOR, MSE, CE and NE).
Provides lectures as appropriate. Mentors students; authors or co-authors academic and/ or trade articles, manuscripts, etc. as appropriate.
10% Designs and develops major research program components, oversees execution of programs once funded. Coordinates varied and competing requirements associated with managing an innovative program in a university and/or government environment.
10% Assesses program’s effectiveness, and recommends changes to program’s content, policies and strategic goals accordingly. Develops and maintains liaisons with external advisory board. Represents the program to governing boards, outside agencies, and the public. Develops ideas and options for faculty review and decision, and develops and implements instruction and research programs that reflect faculty interests.
5% Presents seminars and workshops and participates with faculty on research. Organizes and/or leads professional conferences and provides public relations support.
10% Maintains real-world knowledge developed in the course of on-going faculty research on various aspects of energy services, information technology and the changing national and international economies.
Required Qualifications
Knowledge and Skills (typically required of the position)
• Academic background and recognized expertise in Energy/ “Smart Grid” research.
• Outstanding oral and written communication skills.
• Leadership experience in academic and/or government agencies or a professional service field.
• Demonstrated expertise building collaborations between academia, industrial and/or governmental agencies.
• Demonstrated expertise with program building within a leading academic institution and administrative, budgetary, and financial principles and practices.
• Expert ability to work with dynamic and diverse group of faculty, staff and students.
• Expert negotiation skills and the ability to persuade and influence without the need to invoke authority.
Education/Training:
• Advanced degree; or an MBA from a leading business school.
• Domain expertise in the “Big Bet” area of Energy/Smart Grid

Annual Salary: $89,800 (min) – $161,600 (max) DOE
